ENPI/2013/323-493” Advancing the Rights of Vulnerable Palestinian Women and Children in East Jerusalem Project “
HBS is hiring a consultant to conduct a study on the situation of women and children in East Jerusalem, in the framework of our EU funded project "Advancing the rights of vulnerable Palestinian Women and Children in East Jerusalem".
- Introduction:
The Heinrich Böll Foundation is part of the Green political movement that has developed globally as a response to the traditional politics of socialism, liberalism, and conservatism. We seek to encourage and facilitate cross-border initiatives and regional cooperation. Our activities are guided by the fundamental political values of universal human rights, ecology, democracy, solidarity, and non-violence.
The Heinrich Böll Foundation established the Palestine & Jordan Office in Ramallah in 1999. The office is working in close partnership with currently more than 20 local partner organizations in Gaza, East Jerusalem, the West Bank and Jordan.
Together with the five partners, Right to Play (RTP), War Child Holland (WCH) , Sawa, ACAD and ArtLab, the Heinrich Böll Foundation Ramallah & Jordan has launched the EU-funded project “Advancing the Rights of Vulnerable Palestinian Women and Children in East Jerusalem” on September 1st 2014. Project activities include amongst other things youth trainings on visual arts, the support for female entrepreneurs and micro-businesses, workshops to raise awareness for violence against women, psychological relief work with children, as well as support for youth sports clubs. The project runs until 2017 and is, on a long-term basis, also designed to strengthen the target group’s capacity to defend their own human and political rights.
- Assignment Objective:
The publication and dissemination of a research with information about the current situation of rights among vulnerable groups in East Jerusalem is part of the activities of the HBS EU- funded project. Being towards the end of the action (second semester of the second year and beginning of the third year of the project), when experiences and data of the project partners are available, a study will be conducted that looks specifically at the situation of vulnerable groups in East Jerusalem, especially women and children, targeted by the action. Therefore, HBS is searching an external expert who is specialized in East Jerusalem to conduct this research. The study should highlight and incorporate specific results of the project tackling the vulnerable groups described in the objectives and specific results of the project. The study will be launched in a public event and subsequently be distributed to policymakers. This study will focus on a number of topics, including and not limited to:
- General context (political, economic and social situation in East Jerusalem)
- Impact of the East Jerusalem context on the target groups
- Brief description of the project partners, objectives and activities
- Success stories and results assessment
- Lessons learnt, challenges and limitations
- Proposals and needs for future action
III. Coordination and Responsibilities:
- This study will be implemented under the supervision and guidance of the EU program coordinator.
- Technical coordination for this consultancy will be provided by the HBS-EU program coordinator.
- The contract for the Consultancy will be provided by HBS.
- The Consultant will report directly to HBS.
The Consultant will be responsible for conducting the research study and presenting the findings at the launching event organized by HBS. The consultant will therefore be responsible for the following:
- Working with the HBS- EU program coordinator for technical input, overall organization and coordination with the project partners.
- Finalize the content and structure of the study.
- Do the required research, including literature analysis, analysis of the project documents and mostly field visits and interviews with the partners and final beneficiaries.
- Prepare the final draft of the study in English that will be later on translated in Arabic by HBS.
- Carry out the presentation of the study at the launching event organized by HBS.
IV. Timing:
The consultant is expected to start conducting the research on 1st August and submit the final draft to HBS by the end of November.
- Competencies
- Excellent oral and written communication skills in English and Arabic.
- Research experience.
- Expertise on the East Jerusalem context.
- Previous experience in working with vulnerable groups, especially women and children.
- Excellent time management skills and ability to produce outputs as per agreed deadlines.
- Excellent presentation skills.
Education/Experience/Language requirements
Education:
- Master’s Degree in social sciences or relevant field. Two additional years of relevant experience may be accepted instead of a Master’s Degree.
Work Experience:
- A minimum of eight years of hands on experience working in the field of development.
- Research experience related to East Jerusalem and vulnerable groups.
- Working experience in the framework of EU projects will be an asset.
- High quality analytical and writing skills.
- Experience in conducting a study.
- Experience on the political situation in Palestine and in particular, in East Jerusalem.
- Ability to access Jerusalem
Languages:
- Fluency in English and Arabic, both written and spoken.
