HBS Palestine and Jordan is hiring a "Sub-granting Field Coordinator" that will oversee and coordinate the work of the NGOs/CBOs, benefiting from the sub-granting component of the EU project "Advancing the Rights for Vulnerable Palestinian Women and Children in East Jerusalem"

Terms of Reference: Sub-granting Field Coordinator

Heinrich-Böll-Stiftung (hbs) is a non-profit organisation affiliated with the German party Alliance 90/The Greens. The hbs office in Ramallah currently operates as a regional office with responsibility for Palestine and Jordan. The activities of hbs are guided by the fundamental political values of universal human rights, ecology, democracy, solidarity, and non-violence.

Hbs is implementing a three-year EU-funded project on “Advancing the Rights of Palestinian Women and Children in East Jerusalem”. Within the framework of the project hbs is seeking a part-time employee (60%-70%) holding the position of Sub-granting Field Coordinator.

The Sub-granting Field Coordinator will coordinate the work of the 8 NGOs/CBOs, benefiting from the EU project sub-granting component, managed by hbs. He/She will work under the supervision of the office director and in close cooperation with the EU Program Coordinator, as well as with the Head of finance & administration. The sub-granting component aims at building the capacities of 8 small NGOs/CBOs in East Jerusalem by supporting their project activities related to women and youth empowerment, fighting against gender based violence, improving vulnerable women’s and children’s rights and well-being, as well as trainings in culture and arts.

 The position is limited until 31st of August 2017.

The Sub-granting Field Coordinator shall complete/assist to the following tasks:

  • Manage, oversee and coordinate the activities of the 8 selected CBOs/NGOs and monitor the progress of their actions through reports, briefings ,field visits and other communications with the partners; network between the 8 CBOs/NGOs.
  • Financial management and monitoring of the CBOs/NGOs, including revision of financial documents, attending procurements, closely monitoring expenditures and budgets.
  • Assist to the organization of capacity building workshops in Jerusalem for all the sub-grantees.
  • Contribute to the organization of an open day, where selected activities of the sub-grantees will be presented.
  • Contribute to the updating of the project webpage and other social media with regard to the sub-granting activities.
  • Review the sub-grantees narrative and financial reports and develop a comprehensive report in accordance with the EU’s regulations and guidelines that will be used as part of the interim and final project reporting.
  • Report to the project Steering Committee on the sub grantees activities and updates.

Qualifications:

  • Master’s degree on development cooperation, project management or relevant.
  •  A minimum of 4 years working experience on project management and monitoring, including financial and budget issues.
  • Or Bachelor degree on development cooperation, project management or relevant with a minimum of 8 years working experience on project management and monitoring including financial and budget issues.
  •  Experience with EU project management highly desirable.
  • Good knowledge about the context of Jerusalem and the work of Jerusalemite NGOs/CBOs.
  • Ability to travel to East Jerusalem on a constant basis.
  • Good overview over gender policies and approaches.
  • Strong English communication and writing skills.
  • Strong Arabic communication skills.
  • Excellent communication skills in general.
  • Dynamic personality and strong management skills. 
  • High motivation and excellent work ethic, both as part of a team and independently.
