Multiple Israeli governments have sought to exclusively control the Palestinian population registry, as a means of altering the Palestinian demographic elements and preventing a unified Palestinian population. To achieve this, Israel has pursued a number of policies towards this end, from use of force and forcible displacement, to administrative and ‘legal’ methods’, eventually dividing Palestinian people into several categories and controlling all aspects of their lives, depending on the category, and therefore, the Identity Document (ID) they carry, as decided solely by Israeli authorities. This is what the report refers to as the ID-coded system, and seeks to dissect and unravel the multifaceted complexities surrounding Palestinian identity, framed within the context of demographic control of the Palestinians, their assigned identities and registry protocols.

 

Israel’s ID-based system of control over Palestinians affects their daily lives across geographic lines. Since 1948, Israel has imposed an ID system that categorizes Palestinians, impacting residency, movement, family reunification, and citizenship. This division creates distinct classes among Palestinians—those in East Jerusalem, the West Bank, Gaza, and the diaspora—each facing unique restrictions that limit access to basic rights like movement, healthcare, education, and property ownership. The ID system, as analyzed in the report, has resulted in deep-rooted discrimination, effectively dividing and isolating Palestinian communities. International law mandates accountability for such practices, and the global community holds a responsibility to act against this system of segregation and support Palestinians’ fundamental rights.
